BOARD OF COMMISSIONERS
March 31, 2020
Chair Rebecca Smith called the special meeting of the Board of Fire Commissioners for SJCFD #4 to order at 4:00 PM. The meeting held at the District Office that is located at 2228 Fisherman Bay Road on Lopez Island.
Those present were Commissioners Rebecca Smith and Duane Bordvick, Phil Paige, Fire Chief Jim Ghiglione, and staff Barbara Christensen.
Being no request for modifications to the agenda, the agenda was approved.
Chair Smith read Resolution No. 2020-01 Declaring Emergency, Authorizing Emergency Power, and Delegating Authority to the Fire Chief in Response to the Outbreak of COVID-19 for the record. Commissioner Paige inquired as to the action of other similar agencies, whether they have similar resolutions. Chief Ghiglione responded affirmatively. His goal is to keep the Commissioners informed of his actions. Chair Smith reported that citizens (nurses) are stepping up to assist. Two Scribner errors found and corrected on the resolution. Commissioner Paige made a motion to adopt Resolution #2020-01. Commissioner Bordvick seconded the motion. All in favor, motion passed.
Fire Chief Ghiglione updates the Commissioners on cost recovery procedures and processes as well as the current budget status. Current cash reserves are $250,000. Investment monies will need to be cashed out starting in May if we do not get funding. We could use registered warrants if we need money. All non-critical items will no longer be purchased until funding is established. He will respond to the County Treasurer regarding property tax payment extensions.
Chair Smith noted that any Levy Action will be tabled for a future meeting. Public announcements on the District’s need for funding will be done after a decision has been determined by the Commissioners. No action taken on this item at this meeting.
Commissioner Smith adjourned the special meeting at 4:40 P.M.
