 BOARD OF COMMISSIONERS

REGULAR MEETING

June 12, 2008

 

Chair Jim Lett called the regular meeting of the Board of Fire Commissioners for SJCFD #4 to order at 5:00 PM.  The meeting was held at the District Office located at 2228 Fisherman Bay Road on Lopez Island.

Those present were Commissioners Becky Smith, Kim Smith, Chief Jim Ghiglione, and staff  Susan Sanchez.

 

PROCEDURAL ITEMS

 

There was no Public Input.

There was no Correspondence.

 

Commissioner Becky Smith made a motion to accept the May 2 and 15, 2008 meeting minutes, Commissioner Kim Smith seconded, all approved.

 

Commissioner Becky Smith made a motion to approve the following vouchers and payroll.  Commissioner Kim Smith seconded the motion, all approved.

 

The May 2008 Vouchers were reviewed and approved for $10,153.32. 

The June 2008 Staff Payroll was reviewed and approved for $24,419.47.

 

REPORTS

 

The FIRE SUPPRESSION, EMS, CHIEFS and BUDGET REPORTS were reviewed.

  • Chief Ghiglione distributed his Chiefs report, a follow up letter regarding the July 4th event planning meeting and an Incident Action Plan for Fire & EMS on the 4th of July.
  • He noted that he did agree with Paul Spencers report regarding his assessment of the departments vehicles.  He stated that we needed to be pro active with our vehicle maintenance program including driving them every two weeks and changing the fluids every six months.  He explained also that the new pickup needed its 500 mile service check up.
  • The Chief proposed to surplus the old ambulance stored at Station 43 along with the Jeep.  A resolution for this purpose will be submitted at the next meeting.
  • Our insurance company, Enduris, sent a review sheet for next years insurance.  The Chief noted that Station 41 had an $800,000 replacement value.  He thought that it was low and was going to get it appraised.
  • The Chief discussed the water supply issue at Station 41 along with the parking lot resurfacing agreement with the Library.  He said an interlocal agreement would be needed with them.
  • Chair Lett suggested the need for signage above Station 41 bay doors saying: San Juan County Fire District #4, Lopez Island.

UNFINISHED BUSINESS

 

FISHERMAN BAY ROAD PROJECT There is nothing new to report.  This project has been postponed until next year and will be taken off the agenda.

 

UPDATE/REARRANGE FITNESS ROOM WITH MEDIA CENTER Chief Ghiglione has spoken to some of the current main users of the fitness area about the frequency of use and duplication of some of the equipment.  Space will be needed for the media center and some of the equipment will have to go.

                                      

STATUS REPORT FROM FIRE SERVICE FLEET MAINTENANCE This was discussed in the Chiefs report.

 

PAVED PARKING AGREEMENT WITH THE LIBRARY This was discussed  in the Chiefs report.

 

REPLACE WATER SUPPLY LINE TO STATION 41 This was discussed  in the Chiefs report.

 

NEW BUSINESS

 

JULY 4TH EVENTS Commissioner Becky Smith stated this years parade theme is "Broad Stripes and Bright Stars".  The combo Chamber and Fire department float would be first in the parade and anyone who wanted to participate in decorating would be welcome.

 

BURN PERMIT COMPLAINING PROCEDURES Chief Ghiglione said he would talk to the Countys Fire Marshal, Bob Low and work with him on the procedure, but wanted to make sure that it came from the Fire Marshals office.  He noted that our department was just an agent issuing burn permits for the Fire Marshals office.

 

An Executive Session was called at 6:10 PM under RCW42.30.110 (A) for approximately 20 minutes.  The session ended at 6:35 PM.

Chair Lett announced that because Commissioner Becky Smith was not present at the last meeting, she would be signing Fire Chief Jim Ghigliones contract, which goes into effect July 1, 2008.

The  Next  Board of Fire Commissioner's Meeting  is scheduled for August 14, 2008

 

There will be a Fire Commissioner's Meeting on Thursday, August 14 at 5:00 p.m. Station 41 training room, 2228 Fisherman Bay Road.  There will be 20 minutes for public input, correspondence, approval of July  minutes and   vouchers and June payroll.  The Chief's, Fire, EMS and Budget Reports will be reviewed.   Unfinished Business items  are  the   Update/rearange Fitness Room with Media Center,   Paved parking agreement with the library.

 

San Juan County Burn Permits  Open burning is  October 1st through June 30th, with a valid permit.  Burn permits are available on-line by visiting the San Juan County Fire Marshal website at www.sjcfiremarshal.org.  Lopez Island burn permits are also available at the District Office located at 2228 Fisherman Bay Road.  Burn permits for fires less than 10 feet in diameter are available for $10.00.  These permits  will exired on June 30th.  


  

 

 

Lopez Island Fire and EMS

June 2008 Activity Report

 

 

Lopez Island Fire and EMS had a total of 5 fire calls and 29 EMS calls in June.

The total call volume as of July 15th was 197.

 

Fire Calls

Firefighters responded to twoburn investigations, one industrial accident, and two false alarms.  They provided 55 man-hours with a total of 34 firefighters responding to these  calls.

 

EMS Calls

EMS responded to 25 island residents for assistance. On average, 6 EMS providers responded to each call.  Based on the paramedics assessment of all the calls, 16  required advanced life support (paramedic skills) and 13 required basic life support (EMT skills).  These EMS calls accounted for 210 EMS man-hours with a total of 170 members responding in June.

 

Fire & EMS Training

The Fire Division had two regular drills with 21/15 volunteer firefighters in attendance per drill.  The first Suppression Division training was Wildland operations taught by Lt. Larry Harris. Extrication was the second drill, taught by lead instructor Lt. Tracie Red Elk and assisted by Jackson Bailey. Firefighters devoted 108 man-hours to regular training in June.

 

The EMS Division had two regular drills with 12/12 EMTS and 3/2 student aid unit members in attendance. The EMS Division training included Pharmacology taught by Firefighter/Paramedic Marty Clark.  Lt. Tracie Red Elk and Lt. Mike Strom taught Environmental Emergency at the second drill.  EMS personnel devoted 87 man-hours to training in June.

 

Community Events

A 1st Aid/CPR and AED class was taught by Firefighter/Paramedic Marty Clark in June for volunteers and  five community members.  This is a ten to eleven hours course taught over three days.
